Purpose
This project will involve the production of 17 specific industry flyers (based on the standard 17 ANZSIC codes). Each flyer will unpack specific industry findings from the 2005 Survey of Employer Use and Views of the VET System and will draw on other sources to provide contextual information about the industry and its use of training.
Approach
Data analysis.
Research questions
The following questions will be used to determine the content of the industry flyers:
1. What is the profile of the industry as it relates to possible training needs?
2. What are the recruitment difficulties/issues?
3. What is the training profile of the industry?
4. How much is the industry spending on training both in terms of hours and dollars?
5. What factors are influencing the employer's choice of training and type of provider?
6. How does the student's satisfaction with the training compare to satisfaction levels of the employer?
7. What is the profile of students undertaking relevant further study in the industry?
Methodology
Stage 1 - Analysis of data sources
To gain an idea of the type of information that would be useful to industry about training and the VET system.
Data sources other than the SEUV will need to be used to provide a general context to the representation of employers in each industry, the significance of the industry to the economy, the industry's expenditure on training, the number of employees participating in education and training. Data from the NCVER Apprentices and Trainees collection, as well as relevant data from the ABS (eg Employer Training Expenditure and Practices, Education and Work; Education and Training Experience, Labour Force; Employee Earnings Benefits and Trade Union Membership, Average Weekly Earnings), will be used.
Stage 2 - Data analysis of SEUV and other sources
This stage will involve a quantitative analysis of the SEUV across each industry group.
The following data elements will be used:
* industry characteristics: $ contribution to GDP and recent trend, occupation distribution, number of employees (full-time/part-time split, age distribution, sex distribution), employees with vocational qualifications as a job requirement
* whether looked for staff in the last 12 months and whether any recruitment difficulties and reasons for difficulties
* importance of training to overall business strategy
* training expenditure in $ and hours
* number of employees participating in education and training, number completing a work-related training course in previous 12 months
* use of apprenticeships/traineeships, Nationally Recognised Training and unaccredited training and reasons for use
* employer choice of provider, satisfaction with provider and factors influencing choice of provider
* suggested improvements to the VET system
* student satisfaction and job-related benefits of students attending job relevant training by type of provider
* graduate details: demographics, employment outcomes
Stage 3 - Write mock-up of industry flyer
This stage will involve the writing of an individual industry flyer, which will take the form of a A4 4 page booklet. This will form the prototype of the remaining 16 industries.
Stage 4 - Collect industry views of flyers
This stage will involve showing a prototype of the flyer to industry bodies at the NCVER Industry Forum in July 2006 and gathering their feedback as to appropriateness and interest in such a flyer.
Stage 5 - Writing individual flyers
This stage will involve the writing of the individual flyers, which will take the form of a A4 4 page booklet.
Stage 6 - Publication and dissemination
It is suggested that the final publication is predominately a web release with a limited number of printed hard copy flyers.
Organisations
This project has been funded under the NCVER statistical research program.
