AVETMISS validation software

Do I need to use this software?

This will depend on the reporting requirement of the state/territory training authority where training is delivered. Some jurisdictions have additional reporting requirements and have their own arrangements regarding validating data. We suggest you contact the appropriate jurisdiction to determine their reporting process. For details of all state/territory training authorities refer to Avetmiss Support.

How do I obtain the validation software and supporting documentation?

If your state/territory training authority does not preclude you from using the AVETMISS validation software, it is available for download from our website. Please refer to NCVER - Validation software.

The validation software has a comprehensive User guide and a Validation error and warning report. Both documents are relevant to guide you through the download, assist you in using the validation software, and identify the business rule that triggered an error or warning.

How do I monitor the quality of my data through the year?

The validation software has a built-in preliminary data validation feature. This option allows exclusion of some errors and warnings, especially for records you know contain incorrect data as they are to be updated at a later date. This feature will not allow you to export data upon validation, as the files have only been partially validated, but it will generate errors and warnings on non-excluded data to enable you to monitor the quality of your data throughout the year. AVETMISS validation software technical issues

I am having trouble getting the validation software to work. What can I do?

We suggest you read the following information before downloading and using the validation software program.

Simple facts to be aware of on installation:

    • Always download the latest version of the validation software and then any subsequent patch upgrade. Ensure the version you choose to download is compatible with your operating system. This software is designed to run on MS office 2003/2007 and XP/Vista platforms.
    • Your network may interfere with performance and we suggest you save the validation software to a directory on the local hard drive. For further details please consult Section 3: Environmental guide in the AVETMISS validation software user guide.
    • Install any patch upgrade to the same directory as the validation software.
    • Make sure you have only one copy, and that being the latest copy, of your data files saved to the same directory as the validation software.
    • If applicable, please ensure your administrator has given you the right to open and use the validation software.

Simple facts to be aware of on importing data:

    • Ensure only one copy of the latest data files are in the validation software directory.
    • Prior to importing your data files into the validation software, ensure all files in the directory match the collection and collection period as those selected in the validation software setup screen.

Please note that from time to time changes have to be made to the validation software and when this occurs a new patch becomes available on the NCVER website. We suggest you register your email details with AVETMISS support – Support email subscription – to automatically receive information regarding any new updates.

My data has generated errors and warnings on validation. What next?

Please refer to the Validation error and warning report to determine the reason. The validation software searches the data for the correct business rule as articulated in the AVETMIS standard and errors and warnings are generated against records that have breached the business rule. Errors will need to be corrected in the source data. Once corrected you will have to import and validate your data again. To ensure the software validates the corrected data, it is important that only the latest files are saved to the validation software directory and any previous versions replaced. Once your data is error free, it can be exported and sent to the appropriate state/territory training authority.

My data generated ‘Open index error btr00121’. Why is this?

This error indicates that the version of the patch that you have installed is not compatible with your Office system. For example, you have Microsoft Office 2003 installed on your computer, but you have downloaded the version of the patch compatible with Microsoft Office 2007. Download and install the correct version of the patch.

Why is the validation software generating a system error on opening?

If your error reads 'This database is in an unrecognised format' it means that you have downloaded an incompatible copy of the validation software or patch upgrade. You will have to delete your downloaded copy and reinstall with a version that is compatible with your Microsoft Office installation.
If you are using MS Office 2007, you need to ensure you have installed the latest service pack for your MS Office insulation this free download is available from www.microsoft.com.au.

If your error reads 'The database 'avetpack2' is read-only' or 'Error 3027 in ReConnect Source' it means the validation software has been installed in a location where you do not have full read/write permissions to the installation directory C:\Program Files\AVETMISSVal6_00. Your network administrator can grant you full read/write permissions to C:\Program Files\AVETMISSVal6_00.
Windows Vista users are advised to install the software in a different location, e.g. C:\AVETMISSVal6_00 as they may not have full read/write access to the program files directory, even if they have administrator rights on the computer. To do this choose ‘Custom Installation’ during the software installation and change the installation directory to ‘C:\AVETMISSVal6_00’. Note: All patch upgrades will need to be installed in this location also.

AVETMISS collection specifications and data elements

Where do I find information on the latest AVETMISS release?

There are a number of reference documents pertinent to the collection process. AVETMISS specification guides are available for registered training organisations that provide VET and/or Apprentice and trainee training. The AVETMISS data element definitions edition 2 is a companion document for both the VET provider and Apprentice and trainee collection specifications. This document defines the attributes of all the data elements. Providers of VET in schools also have a collectively agreed administrative arrangement based on the AVETMISS VET Provider Collection Specifications Release 6.0. Where do I find information on identifiers – classification, units, modules, and codes?

To maintain data consistency, it has been agreed by all jurisdictions that AVETMISS classifications and codes be predominately derived from national classifications. The Australian Bureau of Statistics (ABS) and the National Training Information Service (NTIS) are the reference source for these identifiers. Updated classification tables in text format are available on our website.

General Reporting Information for Training Organisations

What are my reporting responsibilities?

Training Organisations that receive government funding for VET training have national and state/territory reporting obligations. AVETMISS is the Australian Vocational Education and Training Management Information Statistical Standard and is the nationally agreed framework that facilitates the collection of consistent and accurate data. State/territory training authorities may have additional reporting requirements and your reporting obligations will depend on the jurisdiction where training is delivered. What is AVETMISS?

The Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) is a nationally agreed set of rules that facilitates the collection of consistent and accurate information on the vocational education and training (VET) sector.

What do the new Australian Quality Training Framework requirements for reporting AVETMISS compliant data mean for my organisation?

In December 2009, the Council of Australia Governments (COAG) agreed to a reform of the Australian Quality Training Framework (AQTF) which makes it a requirement of registration that Registered Training Organisations (RTOs) have a student records management database that has the capacity to provide the registering body with AVETMISS compliant data. This change was made to capture all accredited training.

Under the National VET Data Strategy, NCVER has embarked on a project to expand the national VET data collection to include all accredited training (including the provision of training by private providers). Consultations with key stakeholders will begin in April 2010, with a view to encouraging greater participation by private providers and Enterprise RTOs in the national VET collection (AVETMISS), starting with their 2010 activity - to be submitted in March 2011.

The AVETMIS Standard collects information activity relating to students undertaking vocational education & training and the training organisations who deliver that training. At a broad level, information is collected about the registered training organisations (such as their physical location), and about students ( such as demographic information). More detailed information is collected about each unit of competency or module (such as start and end dates of activity, and the outcome achieved for the enrolment).

How do I set up my internal system to meet reporting obligations?

The state/territory training authority where your training is delivered will advise on collection requirements. You can then assess the software available that meets the national reporting requirements and those of that particular jurisdiction. Where and when do I submit my data?

Where and when you submit your data will be governed by the state/territory training jurisdiction where training is delivered. We suggest you contact them regarding their data submission regime. For details of all state/territory training authorities please refer to Avetmiss Support.
