Purpose
The primary purpose of the research is to relate the achievement of equity outcomes, from the perspectives of the equity client group, the provider and the region, to the conceptual and policy issue of 'entitlement'.
Approach
Analysis of data and consultations in three states: NSW, VIC, and SA.
Research questions
The objectives of the study are to:
a. Improve understanding of the way equity outcomes are produced for particular groups of disadvantaged clients through responsive provider equity strategies that take into account regional factors, including employment
b. Work with selected TAFE institutes to document equity strategies that are effective in producing outcomes for disadvantaged clienteles living in their regions
c. Validate the multi-perspective framework for conducting research of this kind
d. Contribute to informed debate about questions of 'entitlement' in VET funding.
Methodology
The approach being used in this study involves analysis of data and consultations in three states: NSW, VIC, and SA.
The project will involve:
* review of current policy on entitlement
* analysis of AVETMISS data
* regional analysis with CDATA96
* review of provider level documents relating to equity strategies, resourcing and outcomes.
* Semi-structured interviews with institute staff responsible for developing, resourcing and evaluating equity strategies
* Focus groups with members of target equity groups
* Regional workshops to investigate levels of resourcing and entitlement.
Organisations
The UTS Research Centre for Vocational Education and Training at the University of Technology, Sydney, provides a focus for research, policy development, dissemination and strategic research support in vocational education and training (VET). The RCVET is located within the Faculty of Education at UTS. The RCVET has a particular interest in workplace learning and assessment. Other areas of expertise include VET systems, issues of participation, and national policy.
The partners to this contract are the RMIT University Faculty of Education, Language and Community Services. The Faculty comprises departments offering teaching and research programs in schools, industry, professional and adult education, justice, youth studies, community services, language and preparatory education. The Faculty also includes the Victorian base of the National Key Centre in Workplace Communication and Culture.
