This report looks at factors that contribute to differences in literacy and numeracy skills amongst Year 9 students in Australian schools. It asks how much of the variation in student literacy and numeracy achievement can be attributed to differences between schools and how much to differences between students. It also looks at how much of the overall variation in student achievement in literacy and numeracy can be explained at both the student and school levels. The findings will assist in developing suitable reactions to improve achievement in literacy and numeracy amongst Year 9 Australian students.
