Purpose

To gain insight into how countries are addressing adult literacy from a policy and program perspective. A paper will be prepared that:

* describes and analyses major adult literacy policy initiatives, frameworks and program provision, including investment levels and outcomes in a number of countries;

* analyses to what extent 'new literacies' are being addressed in other countries;

* discuss implications for policy and programs in Australia.

Approach

Desktop and consultation

Methodology

* Review and analysis of data and reports generated by international institutions such as UNESCO, OECD and the ILO. Literature review of specific country documents.

* Consultation with national advocacy agencies representing learner and practitioner interests, policy makers and administrators, and researchers.

* Countries of interest include Canada, United Kingdom, Ireland, United States, New Zealand, Sweden and Australia.

Organisations

Communication in Education and Training Pty Ltd offers research and consultancy services in the areas of adult language, literacy and numeracy and vocational education and training. Rosa McKenna and Lynne Fitzpatrick are Company Directors and are the principal researchers working on this project. Dr Joy Cumming, Griffith University will be working on the project with the researchers.
