Purpose

The purpose of this research is twofold. The first is to gauge senior and middle management understanding of the human resource (HR) issues and implications associated with flexible delivery within TAFE institutes. The second is to examine the changes in HR practices implemented to accommodate flexible approaches to delivery.

Research questions

The following research questions will be examined in this study: 1. How do senior and middle managers in TAFE institutes perceive the impact of flexible delivery on teachers? work? 2. What changes have been made to HR practices in order to accommodate flexible delivery? 3. What aspects of flexible delivery have driven the changes in HR practice? 4. What do TAFE managers see as the major barriers to flexible delivery in current HR practices? 5. What changes in HR practice need to occur to facilitate broader implementation of flexible delivery? 6. What common themes and contrast are apparent in the findings of this research when compared with existing research on teachers? work and management support of flexible delivery?

Methodology

Literature review This will provide an overview of relevant information on this topic.

Interviews with senior and middle managers in 16 RTOs The sample will be drawn from each Australian state and territory and include both metropolitan and regional public providers. It will include CEOs, senior managers and managers responsible for flexible and educational delivery, resource allocation and human resources. These will be conducted by telephone, verified and then analysed. In addition, interviews will be conducted with a sample of members of the TAFE industrial relations network.

Survey questionnaire to senior and middle managers The questionnaire will be trialled and distributed to the nominated informants by email, to be returned by fax or email and then analysed.

Organisations

The Centre Undertaking Research in Vocational Education (CURVE) at the Canberra Institute of Technology is conducting this research in partnership with the Centre for Research in Education, Equity and Work (CREEW) at the University of South Australia.

Established in 1999, CURVE concentrates on research into training delivery, with special emphasis on practice and practitioners. CURVE's research team consists of researchers who all have backgrounds as VET practitioners. Key areas of research have included assessment, client satisfaction, flexible delivery, partnerships, Training Packages and the VET professional. Every year CURVE conducts surveys into client satisfaction and community awareness. As a result, its research team has a strong understanding of client expectations together with the quality requirements as set down in the AQTF.
