Purpose
The aim of this study is to probe in depth, through case studies,: how HR practices of training organisations have been changed to accommodate flexible delivery and the changing roles of their staff and what have been the implications on funding and other aspects of delivery of these changes.
Research questions
a) What are the implications of new work roles for teachers and those who facilitate learning on: HR practice in different types of RTO (private provider, metropolitan, regional, large and small) and for different types of teachers (such as sessional, contract, ongoing) Professional and career development Management and organisations b) How is HR practice influenced by the: Organisational context Business approach and direction ?X Planning for flexible delivery Targeting of specific learner groups such as small businesses, regional communities etc. Range of teaching practices employed by the organisation and the techniques used for their recognition Resource allocation and planning processes Organisational, reporting and funding constraints c) In the areas of pre-recruitment, performance appraisal, recognition techniques and workforce planning what: HR practices are used Roles are undertaken by staff working in these areas
Methodology
This project, will be completed in cooperation with the Project 1 of this series which will conduct a survey of managers to gauge their level of understanding of flexible delivery and how they may have changed the HR related practices within their organisations to accommodate flexible delivery. This will ensure that the case studies can expand on the quantitative data collected in the survey and draw on the broader context of the survey research.

Stage 2 Data analysis Analysis of data Preparation of draft case studies for comment Draft report which includes the key messages emerging with respect to the case study data and the implications for flexible learning policy and funding.

Organisations
Phoebe Palmieri is an experienced researcher having completed projects for OTTE, NCVER and TAFE frontiers. Phoebe is well known in the VET sector and has excellent relationships with providers and associated networks.
Sheila Fitzgerald as Executive Director of TAFE frontiers has excellent knowledge of the VET sector and the impact of flexible learning on organisations and their staff. Sheila has been involved with all of TAFE frontiers research projects in the area of leadership and management and has a broad understanding of the policy implications in the VET sector.
