Purpose

1. Develop a model, which is capable of being tested, to identify and assess performance outcomes, and the factors contributing to those outcomes, for VET institutions.

2. Examine the utility of the national VET data collections as a source for this framework.

3. Identify gaps in data collection and options for data gathering to support the model.

4. Establish the requirements and conditions for the testing of the model.

Research questions

1. What are the appropriate indicators of the performance of VET institutions and what factors are most likely to contribute to successful outcomes against those indicators?

2. Can existing national VET data collections be used as data sources for this purpose?

3. What gaps in data exist and what are the options for the collection of this required data?

Methodology

Stage 1 - Literature Review

* Identify current approaches to measurement of outcomes, and factors contributing to those outcomes, from education institutions specifically and other organisations generally

* Identify and describe relevant models and methodologies and to evaluate their relevance to this project

* Analyse current policy settings underpinning VET in Australia including key performance indicators for VET institutions

Stage 2 - Development of the model

Based on the outcomes of the literature review, a model for identifying and assessing performance outcomes, the factors contributing to those outcomes and their relative importance for VET institutions will be developed. The model will comprise two main elements:

* relevant performance outcomes for VET institutions in Australia

* the factors assessed as most likely to contribute to successful outcomes

Stage 3 - Identification of data sources

The aim of this stage is to identify data requirements to support the model, requiring:

* undertaking an analysis of data held by NCVER to establish the extent to which existing data collections provide information on the identified inputs, and can be used to assess outcomes

* Analysing the data to explore possible inter relationships in the data

* Identifying gaps and exploring options for collection of data having regard to issues of respondent burden and data management

Stage 4 - Redevelopment of the model

During this stage comments on the model will be sought from external review process and VET institutions assisting with the study. As a result the model will be adjusted and data collection requirements re-assessed including potential modifications to AVETMISS and other NCVER data collections or data collection at the institutional level.

Organisations

The School of Education at the University of Queensland (USQE) is the proponent of this study.

The school has taken a high profile policy development and consultation role with the Queensland State Education Department. The School has recently conducted research and consulting for a range of organisations including Commonwealth and State government departments and agencies, education authorities and indigenous education consultative bodies.
