This report aims to describe and assess the relationship between life satisfaction and participation in further education, training and employment in young Australians. The overall discovery was that young Australians are generally very satisfied with their life and careers. It was found that those in full-time education, training or employment, or a combination of these, had higher levels of satisfaction than those occupied only part-time. In addition, those young Australians occupied part-time were more satisfied than those who were not studying or were unemployed. Two aspects of these young people's lives were assessed to gain this information: satisfaction with their careers and satisfaction in their general lives. The subjects that Year 12 students choose to study for their secondary school certificate have a major influence on the educational and career options left open to them after finishing school. This study looks at what the typical clusters of subjects or course types studied by Year 12 students are. It also investigates whether these have changed as a result of the increased participation in vocational education and training (VET) subjects and with the apparent broadening of subject choices across the Key Learning Areas. The report looks at whether there are particular courses that are more likely to be studied by males or females, or those from different social backgrounds. It also analyses what field of study or work students from particular course types tend to lean towards. Learning through Indigenous business is most effective where learning is tied to earning; the content is customised; it is carried out in parallel to real work; and is put into practice through employment in commercial business. This report examines links between prisoners' participation in the vocational education and training (VET) programs available within the Queensland prison system and their chances of returning to prison. The findings reveal that being involved in VET before initial release decreases the chances of returning to prison from 32% to 23%. Nevertheless, particular attention needs to be given to designing a comprehensive range of programs targeted at meeting the needs of individual prisoner groups, particularly for Indigenous prisoners. The research supports efforts to promote the value of VET and its role in prisoner rehabilitation, and to reduce barriers to accessing VET in correctional centres. Show less

This report investigates the relationship between students' attitudes to school and their intentions to participate in education and training. It follows how these attitudes influence participation in Year 12 and also in further education and training. Their educational intentions and attainments are looked at within the context of earlier school achievement, social background, geographic location, language background and gender. The study found that the correlation between intention to proceed to Year 12 and actual participation is very high where as the correlation between intention and entry to higher education is moderately strong. This report captures the views of a small number of employers within 14 different companies, over eight industries. The broad conclusion is that employers place high value on learning and capability and competence, irrespective of whether this leads to, or is reflected in, qualifications held. This report aims to provide a clearer understanding of how and why enterprises use nationally recognised type of training. It finds that an enterprise's decision to engage in recognised training is not made lightly and decisions are made afresh each time a new training need arises. Successfully embedding training in enterprises involves a three-phase process - engagement, extension and integration. In most cases, it is dependent on: positive initial engagement; extension of training through a 'VET evangelist' who 'sells' the benefits of recognised training and persuades management; and, integration of competency standards associated with recognised training into many human resource processes. The availability of funding strongly influences whether enterprises use recognised training. However, one of the key reasons why more enterprises have not taken up this training is lack of awareness. Evidence shows that further years of education can be detrimental to some young people. The National Reporting System (NRS) was developed to report the outcomes of English language, literacy and numeracy provision in Australia's vocational education and training and adult and community education sectors, and in labour market programs. Since its introduction, however, the NRS has been used as more than a reporting tool. It has also been used for setting standards and for curricular and assessment purposes. This publication, based on a literature review and interviews, examines the strengths and weaknesses of the NRS and identifies options for more in-depth exploration and development in a full review of the NRS. This scoping study finds there is considerable support for the NRS, but that it needs to be updated. Show less

This report is about employers and how they value and use qualifications in their business decisions. The research indicates clear differences in the value placed on and use made of qualifications by employers for different groups of workers and occupations. Qualifications are considered more important for higher-level occupations and employers use them predominantly to recruit new employees and to ensure regulatory compliance. Employers regard qualifications as a signal of potential for future learning and skills acquisition, not as a signal of immediate competence. Overall, employers drew a strong distinction between qualifications and experience, and favoured and valued the latter more in regard to many of their business decisions. The higher the level of enterprise change and innovation, the lower the level of value and use made of qualifications by employers. Also, small enterprises are more likely to be highly discriminating of qualifications and supporting development among their employees. Show less

The objective of this project was to examine existing literature and national data to identify key factors in achieving quality outcomes from shorter duration apprenticeships and traineeships. It was found that apprentices and trainees undertaking programs of two years or less have a higher rate of non-completion than those doing longer training and this non-completion is the key issue related to the quality of outcomes. The study identifies four key factors affecting completion rates. Of these, the actions of stakeholders have greatest impact. Awareness of roles and responsibilities emerges as an issue for attention. Show less

Seasonal work is crucial for the many rural regions reliant on seasonal industries such as agriculture, forestry, aquaculture and tourism. This report examines the diverse nature of the seasonal workforce in two locations and the approaches used in their training. The report finds that the seasonal workforce is diverse and has varied training needs. Like others marginally attached to the workforce, much of their training is informal. Seasonal workers have difficulty accessing formal training and having their informal learning properly recognised. More formal training approaches are particularly relevant for those making a career of seasonal work. Barriers for employers to formal training include lack of suitable customised training programs, a lack of awareness of available training, cost, complex funding arrangements, and a low value placed on such training. Enhancers to formal training include employers who encourage and value training for their workforce, the use of brokers to assist employers to access training, and training providers with in-depth knowledge of regional industry and enterprises to meet the diverse needs of seasonal workers, and legislative requirements. A large number of competencies were identified by employers as required for jobs to be performed well. Generally, this was significantly in excess of those needed to obtain a qualification at an Australian Qualifications Framework (AQF) level appropriate to the job. Show less
