It briefly compares the vocational education and training (VET) sector in Australia with its equivalent in England, which is known as the skills or further education sector. This issues paper reports on the findings from the first year of a three-year program of research by the University of Sydney's Workplace Research Centre. The overarching aim of the research is to investigate how, if at all, vocational education and training can make a difference in improving productivity and workforce participation. The authors describe four domains of social and economic practice in which to frame the second and third year's research, and the key challenges for workforce development in two particular industries: meat processing, and early education and care. This paper aims to provide a picture of the occupations in the community services and health industry, and how the workforce obtains the required skills. The authors argue that planning for the industry should concentrate on occupations specific to the industry and those which require high skill levels. Findings suggest that the qualification levels of community services and health workers have increased substantially over the past decade. Furthermore, community services and health vocational education and training courses are well targeted, with most graduates finding employment in the industry. Show less

Australia, in common with many industrialised countries, must adjust in the coming years to an ageing population. The labour force participation rate is projected to fall and there will be a record number of older people who have retired from work. Thus, there will be fewer workers as a share of the population to generate the income needed to support the entire population. This publication looks at older workers in terms of their employment characteristics and describes ways to boost their participation or to remain at work. Show less

In this At a glance we summarise what is known about student transfer between the vocational education and training (VET) and higher education sectors. Transfer occurs when a student who has enrolled in one sector subsequently commences a qualification in the other. Some students have completed their first qualification, but some have not. The second qualification may be in the same field of education as the first or a different one. Transfer may occur early in a person's career and be part of a period of adjustment as they refine their career goals. It may also occur at a much later stage and be related to new career directions. We find that data on transfer between these tertiary education sectors is subject to many limitations and that estimates of the magnitude of transfer in both directions vary greatly. Show less

Growth in mixed-sector institutions offering both vocational and higher education qualifications is expected to increase given recent and predicted policy changes. This issues paper focuses on the provision and management of higher education in TAFE institutes. Issues raised for discussion include the governance of mixed-sector institutions as well as ensuring access and maintaining progression to higher education without sectoral division in the institution. Implications arising from the Bradley review of higher education are canvassed and the authors are inviting discussion on a range of questions related to the nature of policies and practices influencing the provision of higher education in TAFE. According to the Australian Bureau of Statistics, informal learning is by far the most prevalent form of adult learning. This type of learning offers benefits to all age groups and people, including older workers, migrant groups and refugees, and people who are disengaged from learning. It is also of great benefit to small business who lack the resources to formally train staff and plays an important role in the workplace. Show less

Recent research in the vocational education and training (VET) sector shows that students are gaining a range of benefits from their studies, beyond expected course outcomes. Students are developing new networks, and gaining confidence and self esteem through the respect received from their teachers and classmates. For some students, these advantages help them to find work and interact more easily with those around them. The networks and trust developed by students can also be referred to as 'social capital'. While many students are gaining social capital outcomes incidentally, these outcomes can also be actively developed. This paper discusses the concept of social capital and examines the link between social capital and VET. The paper also outlines ways in which social capital can be developed through VET courses and partnerships. The research shows developing social capital can be particularly helpful for marginalised young people. Show less

Information on the divergence between student numbers and delivery hours for the period 2002 to 2007 is provided in this technical paper. The change in hours from one year to the next is decomposed into three effects, one of which is 'hours inflation', whereby nominal hours increase over time for the same unit of competency or module. Here we show that the 'hours inflation' explains relatively little of the divergence between students and hours. However, another form of hours creep, whereby new modules have higher average hours than ceased modules, was of some significance at the start of the period in question. Show less

The main conclusion is that the major form of engagement is through the competency-based training system, which is manifested through training packages. This report examines the costs that both employers and apprentices incur for undertaking training in the plumbing and electrical industries. The importance of understanding costs is fundamental. Employers will not take on apprentices if the cost is too high, and prospective apprentices will not undertake an apprenticeship if the future benefits (increased wages) do not outweigh the immediate costs to them. The research found that the apprenticeship model involves a substantial financial commitment from employers, and apprenticeships are more attractive to young people and will remain unattractive to older people, unless the premium paid to qualified tradespeople is substantial.
