Understanding vocational education and training, productivity and workforce participation: An issues paper

This issues paper reports on the findings from the first year of a three-year program of research by the University of Sydney's Workplace Research Centre. The overarching aim of the research is to investigate how, if at all, vocational education and training can make a difference in improving productivity and workforce participation. The authors describe four domains of social and economic practice in which to frame the second and third year's research, and the key challenges for workforce development in two particular industries: meat processing, and early education and care.

Creating markets or decent jobs? Group training and the future of work

Group training organisations act as intermediaries between enterprises and apprentices and trainees to facilitate on- and off-the-job training. This report examines the role of the group training organisations (GTOs) in Australia's labour market. The authors find that GTOs, at their best, help promote sustainable work-based learning solutions by sharing the risks associated with employment and gaining new skills. However, the authors argue that changes in policy since the early 1990s are likely to undermine the provision of quality group training services. Instead, they state the best features of the group training model, such as operating on a not-for-profit basis, should underpin future reforms to all GTOs.
