Vocational education and training providers in competitive training markets

By Fran Ferrier, Tom Dumbrell, Gerald Burke

This study explores the experiences and initiatives of vocational education and training (VET) providers in three areas: income sources and mixes, 'thin markets' in VET, and research and development. Practices and policies are evolving in these three areas. The report contributes to a deeper understanding of the scope and range of VET activities in a competitive environment and the factors that shape them.

Approaches to measuring and understanding employer training expenditure

By Andrew Smith, Gerald Burke, Tom Dumbrell, Michael Long

Through an analysis of major surveys, as well as interviews and case studies with firms in four industries - construction, retail trade, manufacturing and health and community services, this research brings us closer to an understanding of the factors that influence training expenditure. The research shows that survey data needs to be complemented with a program of research in a number of industries to provide a richer understanding of the drivers of employer expenditure and practices.

Pre-apprenticeships in three key trades

By Tom Dumbrell, Erica Smith

This report looks at whether pre-apprenticeships increase the potential supply of tradespeople, with a special focus on electrotechnology, automotive and engineering students. It found that pre-apprenticeships have been used in Australia for many years and are widely regarded as a valuable strategy for increasing the supply and quality of potential apprentices. Pre-apprenticeships are favoured by employers because they weed out unsuitable candidates and improve retention, while apprentices see them as a useful way of gaining experience in the trade.

Resourcing vocational education and training in Australia

By Tom Dumbrell

This report provides an overview of funding arrangements implemented as a result of the 1992 Australian National Training Authority (ANTA) Agreement. The Agreement sought to establish a unified national system of vocational education and training (VET) with joint Commonwealth, state and territory responsibility. The report discusses the outcomes of government, industry and individual investment in training, and includes examples of overseas funding models.

Pathways to apprenticeships

By Tom Dumbrell

A descriptive analysis of recent pathways to apprenticeships is presented in this report. It finds pre-apprenticeship programs can play an effective role providing short-term vocational training to young people as a means of improving their chances to gaining an apprenticeship. The report is based on analysis of NCVER data and interviews with students, trainers, training experts, and representatives of industry.

New skills in process manufacturing

By Tom Dumbrell, Rowena De Montfort, Wendy Finnegan

It considers the changing political philosophies and especially the enterprise-based industrial relations system that has enabled much of the job redesign examined in this study to occur. In addition, the report looks at recent social theory on the nature of work.

Outcomes for vocational education and training diploma and associate diploma students

By Tom Dumbrell, Wendy Finnegan, Rowena De Montfort

This study investigates the differences in terms of outcomes between those who completed courses at diploma level and those who chose to complete only portions of these courses. It draws on the 1999 Student Outcome Survey and compares data on graduates and module completers who either completed or undertook modules within associate diploma, diploma or advanced diploma courses. The report analyses the data on graduates and module completers by age, prior highest qualification employment, industry of employment, field of study, reasons for undertaking study, why module completers did not complete their course, student satisfaction with the course, employment outcomes and income.

Locational issues in new apprenticeships

By Tom Dumbrell, Wendy Finnegan, Rowena De Montfort

This study examines the geographical distribution of apprenticeship commencements in the context of various labour force and population statistics by industry, location of jobs and youth population. Apprenticeship and traineeship statistics between 1995 and 1998 are examined in terms of occupational groupings, duration, full-time/part-time and qualification levels.

Measuring the outcomes of VET: Review of research

By Tom Dumbrell

This report describes the range of outcome measures used in the VET systems and reviews a range of literature concerning these measures. The report identifies various perspectives on outcome measures - those of governments, of employers, of students and the broader community and how these perspectives influence the type of measures in use. The report covers research related to student outcomes, training markets and outcomes, reducing unemployment as an outcome, industry-oriented outcomes, industry investment in training, VET in schools and outcome measures in the broader context.

Still not equal: A study of differences in male and female TAFE graduates' earnings in Australia

By Tom Dumbrell, Rowena De Montfort, Wendy Finnegan, Peter Wright

The study analyses the 1997 TAFE graduate destination survey to explore issues concerned with the employment outcomes from vocational education. The study focuses on earnings and occupations of male and female graduates. The research addresses questions such as why is there a gap in full-time earnings between male and female graduates; why does gaining a TAFE qualification appear not to provide a relative benefit for some female graduates in some industries; is occupational gender segmentation the reason for differences in male and female graduate earnings; is the VET system reinforcing occupational gender segregation by encouraging males and females into different streams of study. The study presents findings based on analysis of national data and also includes findings on an industry by industry basis.
