This study provides detailed information on students who enrolled in enabling courses and examines the post-course outcomes for these individuals. It also assesses the effectiveness of enabling courses to assist students to progress to a higher level of education or training or to gain employment following the completion of an enabling course.
This report examines trends in occupational mismatch in the metal, building, vehicle and electrical trades and questions whether the process of award restructuring has created incentives for unskilled blue collar workers to pursue skill-based career paths in the trades. The report examines the reasons for high attrition rates by qualified workers from their trade as well as the motives behind employers' decisions to hire unqualified workers to do trade work.

It provides an historical account of the development of Australia's public vocational education and training from its roots in the late 19th century to the end of the 1990s. This third edition has added a chapter on TAFE in the 1990s, covering such issues as the review of the ANTA Agreement, new apprenticeships, user choice, the National Training Framework, the West review and changes to the State and Territory TAFE systems. It also contains a section on the future of TAFE. This publication is a must for anyone interested in the history of TAFE and vocational education in Australia.
This study examines the geographical distribution of apprenticeship commencements in the context of various labour force and population statistics by industry, location of jobs and youth population. There has been growing concern about skill shortages in a number of sectors in the Australian labour market in the past couple of years with an increased demand for some skills as a result of improvements in the Australian economy. However, such concerns are not particularly new since skill shortages are a recurring and persistent feature of the Australian labour market. In this report, available evidence about patterns and trends in trades employment and training in the electrotechnology industry is reviewed to gauge the nature and extent of any skill shortages in these electrotechnology trades.
This report presents indicators available for international comparisons of vocational education and training. It examines a range of data collections, cultural variations and differences in policy objectives across countries. The study can assist educators, policy-makers, researchers and society in general to measure progress towards the realisation of national education and training goals, with the aim of improving education and training systems.
This report describes the use of large-scale economy-wide models which are available in Australia for occupational forecasting and their use in the VET sector. The paper provides: * a brief review of objectives of VET policy * an overview of international perspectives on the role of occupational forecasting in VET planning * a description of the views and practices of personnel in the VET sector who use labour market projections * an introductory discussion of economic modelling including the nature of economic models, the construction of models, different types of models and the uses and limitation of models * an evaluation of the use of economic and econometric models in assisting VET decisions, particularly the Monash and Murphy models
This report describes the range of outcome measures used in the VET systems and reviews a range of literature concerning these measures. The report identifies various perspectives on outcome measures - those of governments, of employers, of students and the broader community and how these perspectives influence the type of measures in use. The report covers research related to student outcomes, training markets and outcomes, reducing unemployment as an outcome, industry-oriented outcomes, industry investment in training, VET in schools and outcome measures in the broader context.
Australia's employment-based training efforts have undergone considerable change in recent decades. More occupations and industries have adopted employment-based training methods. This research uses historical data and a macro-economic forecasting model to divine forecasts for future employment-based training. Detailed tables of forecasts by occupation are presented.
This publication provides an overview of research findings on the pathways young people take when they leave school. Also examined are data from the Australian Bureau of Statistics which track the labour market outcomes of young people.
This study has described contemporary policy relating to VET in Australia and has asked the question: to what extent do the current laws relating to VET support the development of a national system of vocational education and training? It concludes that while VET legislation is in a process of transition, it is broadly consistent in content and purpose across the range of jurisdictions. It can therefore be argued that the regulation of the provision of VET has been reasonably effective in supporting policy implementation in the sector.
