The importance of adult language, literacy and numeracy for greater workforce participation, productivity and social inclusion are well recognised, with both national and international research demonstrating the benefits of increasing proficiency for both individuals and communities. But there are still more questions to be answered, such as what is the extent of adult language, literacy and numeracy provision in Australia, and whose responsibility is it to fund such provision in the workplace? In September 2010, NCVER hosted a forum on behalf of the Department of Education, Employment and Workplace Relations to explore these questions and what needs to be done to find the answers. This paper presents a summary of those discussions and recommendations for future action.

Recent research into workplace learning in Australia is reviewed and important findings are synthesised in this publication. It finds that six elements are required to be in place for effective workplace learning and proposes that the 'ideal' workplace learning situation fosters innovation, and involves a systematic approach. There has been growing concern about skill shortages in a number of sectors in the Australian labour market in the past couple of years with an increased demand for some skills as a result of improvements in the Australian economy. However, such concerns are not particularly new since skill shortages are a recurring and persistent feature of the Australian labour market. In this report, available evidence about patterns and trends in trades employment and training in the building and construction industry is reviewed to guage the nature and extent of any skill shortages in these building and construction trades.
